Use of C1 hotel/B&B for residential living

We’re considering purchasing a small 8 bedroom hotel in Cornwall. There’s two additional annexes on the property that we’d like to rent out as holiday lets, while living in the main 8 bed building.

How would the council enforce the C1 usage? What actions could they take against us for living in the property and using it as a family home? What is the risk to us?

You will need a change of use to residential. 

If you do not obtain this, then you might be subject to enforcement. 

Some areas will have zones within the local plan that keep certain areas such as sea fronts as non-residential.
