Fence Heights on boundary with different land levels

My property is within a conservation area and the rear boundary is a stone wall which is approx. 1.5m in height and which is adjacent to a highway and the natural ground level of my rear garden is significantly higher than this highway which runs along the rear boundary.

To increase privacy levels I wan to erect a fence and I know that I can erect one under PD rights if it is less than 1m.

My question is - Where do I measure the 1m from is it from the natural ground level of my garden or the highway?  If it is from the highway the boundary wall is already over 1m so would planning permission be requried?
