Is this a normal Planning department behaviour or corruption/maladministration ?

The PC contra viability report was done by a 9-year work colleague of the Parish Clerk, with no site inspection and the so-called facts supplied by the Parish Council,
The surveyor declares, he is chartered RICS member, Unbiased, without conflict of interests, and yet a companies house search reveals he was a co director with the Parish Clerk for 9 years at a surveying company.
When the Local council planning case officer was notified, he ignored it and included some of the false statements in the refusal letter with significant bias.
Freedom of Information request revealed:
??? planning states "they do not investigate and have no obligation to validate truth or provenance of reports/documents/objections submitted in planning applications"
(Discovered by Freedom of Information request to the council)
