visibilty splay

There was a helpful entry recently re the angles and distances in an acceptable entry from highway to private development. The house I purchased was turned down about 25 years ago for a small residential development on appeal, the reason given being that the visibilty splay was substandard. I remeasured using the formula posted on Planning Geek recently and it seems perfectly ok today. My question for the forum is where can I find a visibility splay expert who can come and remeasure and hopefully give me a written opinion that the splay is no longer substandard? Any recommendations will be appreciated. Thank you.

You could get a highways engineer involved. 

I would however be more concerned about other policy changes.
