Procedure for article 4(1) directions with immediate effect

Could anyone clarify whether a council has the authority to implement an "Immediate" Article 4 direction subsequent to the submission of a Permitted Development application transitioning from E class to C3 in a non-conservation area?

I have seen these in the early days of Class MA, but I believe that they were forced to amend them and remove a lot of the areas from the Article 4.

Which local authority is this?

Has it just been imposed?
