I have a house (class C3) with a shop and workshop attached to the side (class E currently). I would like to convert the shop into additional rooms for the house. I have a feeling this cannot be done under class MA as we are not creating a new dwelling but could you please confirm if I am incorrect as I am struggling to find the specifics regarding this in the legislation?

As the shop is currently occupied, if we would have to apply for full planning permission I have a suspicion that we may be turned down. If so, could we instead apply for class MA to create studio flat but leave the connecting doors in place so that the property is one property with two titles?

Further to my last message yesterday I have discovered the shop is not big enough to be converted to a separate studio flat so this is not an option - I'm unable to edit the post to remove this. I have read somewhere that it may be possible to just submit a lawful development certificate requesting change of use from class E to C3 on the basis that the shop is connected to the property internally. Is this correct? If necessary I can make this into an ancilliary space rather than living rooms. Thank you
