Emily Land

Hello I am after some advice about a plot of land we own that we want to put a mobile home on in order to live in. It’s currently not residential land and after speaking to the council today they have said not to even bother putting in planning as it will be rejected. Apparently we can’t convert the land into residential use because it is outside the boundaries they have set for the areas development. Is there any way around this at all?? Thank you
